1. New PERM Application Form 9089 and Filing Procedure Change (From Current Online Filing System to New iCERT Visa Portal System) Schedules for Permanent Labor Certification Applications

According to the DOL information, the new form filing will be launched on the following schedules. The filing will require iCERT (Account) registration online for employers and legal representatives:

• 09/01/2009: Start receiving new PERM form for processing through iCERT System as an option. 

• 09/31/2009: Last day of receiving existing PERM form through PERM OnLine System 

• 10/01/2009: Disables filing of existing PERM form, but keeps PERM OnLine System up for case status checks/withdrawals only. Filing new form through iCERT system becomes "mandatory." 

The change is coming, but it will give some comfort to some employers, because of adjustment of change schedules from the previous announcement.

2. New Labor Condition Application Form 9035E and Filing Procedure Change (From Current Online Filing System to New iCERT Visa Portal System) Schedules for H-1B

According to the DOL information, the new form filing will be launched on the following schedules. The filing will require iCERT (Account) registration online for employers and legal representatives:

• 04/15/2009: Start receiving new LCA form for processing through iCERT System as an option.

• 05/14/2009: Last day of receiving existing LCA form through LCA OnLine System.

• 05/15/2009: Disables filing of existing LCA form, but keeps LCA OnLine System up for case status checks/withdrawals only. Filing new form through iCERT system becomes "mandatory." 

The change is coming.
