Computer World reports that in the SEC filing, the largest consumers of the IT foreign workers such as Wipro, Infosys, and others warned their cutback of H-1B workers under the downturn economy of the U.S. and anticipated hostility of Obama Administration against the H-1B visa.
Additionally, the IT consulting firms have faced USCIS' literally incredible hostility against the H-1B petitions filed by the IT consulting firms demanding "mountain" of documents, which have also discouraged smaller IT consulting firms to use H-1B workers and outsourcing the consulting works offshore.
Part of the ongoing disincentive and discouragement of hiring H-1B workers is triggered by the USCIS recent report of massive frauds and violations in H-1B visa and growing hostility against the H-1 visas in the Hill and in the government agencies.
