Newly Proposed Social Security Number Issuance Rule for Aliens

The Social Security Administration is proposing to restrict issuance of a Social Security Number (SSN) to an alien for "non-work reasons" only for the purpose of federal, state, and local benefits. 

The rule proposes to change the valid ``non-work reason'' for assigning an SSN to an alien who does not have evidence of authority permitting him or her to work. This proposal defines the only valid non-work reasons for assigning an SSN to such an alien as:


Thus, State and local entities would be able to continue to require individuals to disclose their already assigned SSNs for purposes of receiving benefits or services. However,
Social Security Administration would no longer assign an SSN to an alien for any non-work purpose other than to receive Federal, State or local benefits.
